Thermodynamics is a branch of physics concerned with heat and temperature and their relation to energy and work. It defines macroscopic variables, such as internal energy, entropy, and pressure, that partly describe a body of matter or radiation. Essay from the year 2021 in the subject Urban and Regional Planning, , language: Indonesian, abstract: Pemerintah Indonesia telah mengeluarkan berbagai kebijakan untuk menangani dan mencegah penyebaran COVID-19, yaitu dengan membuat regulasi-regulasi berupa instrumen hukum sebagai solusi praktis terhadap permasalahan nasional, perkembangan isu hukum di tengah pandemi. Pada penerapan kebijakan pemadaman penerangan jalan umum, pemerintah terlihat memiliki standar ganda dalam mengambil kebijakan. Pemerintah, khususnya pemerintah daerah harus mewujudkan kriteria sebagai daerah kabupaten/kota peduli hak asasi manusia, salah satunya adalah dengan memenuhi hak masyarakat tentang untuk mendapatkan lampu penerangan di jalan umum yang dapat menciptakan rasa aman dan nyaman bagi masyarakat. Ditinjau dari sudut pandang politik hukum, politik hukum yang dipilih beberapa pemerintah daerah kabupaten/kota di Indonesia dalam penanganan COVID-19 belum maksimal dalam melindungi hak asasi manusia warga masyarakat. Hal ini terlihat dari adanya kebijakan tentang pemadaman lampu penerangan jalan umum selama penerapan PPKM darurat di beberapa pemerintah daerah kabupaten/kota di Indonesia. Pemerintah daerah kabupaten/kota di Indonesia perlu mempersiapkan terlebih dahulu hal-hal yang diduga dapat menimbulkan risiko atas penerapan kebijakan pemadaman PJU tersebut. Apabila setiap unsur yang terkait dengan keamanan dan ketertiban masyarakat selama penerapan kebijakan pemadaman PJU untuk pengendalian COVID-19 dapat saling berkoordinasi dengan baik, maka diharapkan penerapan kebijakan pemadaman PJU tersebut benar-benar efektif dalam mengendalikan pandemi COVID-19 di daerah. Selain itu, adanya jaminan keamanan dan ketertiban serta kenyamanan masyarakat sebagai pengguna jalan, akan dapat mewujudkan pemenuhan hak asasi manusia dari pengguna jalan umum yang ada di daerah kabupaten/kota,terutama dalam hal pemenuhan hak untuk mendapatkan fasilitas lampu penerangan di jalan umum untuk menciptakan rasa aman dan nyaman bagi masyarakat.
